今天，我很高興出席中國援東帝汶醫(yī)療隊(duì)15周年紀(jì)念暨援東藥械捐贈(zèng)儀式。首先，我謹(jǐn)代表中國駐東帝汶大使館對各位的到來表示熱烈歡迎!對長期以來幫助和支持中東醫(yī)療衛(wèi)生合作的東衛(wèi)生部等政府部門、國立醫(yī)院以及東社會(huì)各界人士表示由衷的感謝!

I am pleased to attend the 15th Anniversary of Chinese Medical Team Serving in Timor-Leste and the Donation Ceremony of Medicine and Medical Appliances 2019. First of all, on behalf of the Chinese Embassy to Timor-Leste, I would like to extend my cordial welcome to all of you who attended this ceremony. Second, I would also like to express my sincere appreciation to Ministry of Health, line Ministries of Timor-Leste Government, Guido Valadares National Hospital and people from all sectors of Timorese society, who had long helped and supported the China-Timor-Leste health cooperation.

今年5月，中東兩國政府簽署了關(guān)于中國派遣第八批醫(yī)療隊(duì)的政府間議定書，續(xù)寫了兩國自2004年起的醫(yī)療衛(wèi)生合作。為盡早服務(wù)東病患，議定書簽署的次日，第8批援東醫(yī)療隊(duì)即在國立醫(yī)院投入臨床工作。

In May this year, China and Timor-Leste signed the governmental protocol of China sending the 8th Medical Team to Timor-Leste, continuing our current health cooperation that started from 2004. To serve Timorese patients as soon as possible, the 8th team soon started working in the National Hospital the next day just after the signing ceremony.

2004年初，中國首次向東派遣醫(yī)療隊(duì)。至今，中國援東醫(yī)療隊(duì)已服務(wù)東人民15年。15年來，中國政府連續(xù)向東派遣8批近百人次的醫(yī)療衛(wèi)生老師隊(duì)伍，免費(fèi)為東30余萬人次病患提供了優(yōu)質(zhì)醫(yī)療服務(wù)。中國醫(yī)療隊(duì)工作認(rèn)真，醫(yī)術(shù)精湛，廣受當(dāng)?shù)鼐用駳g迎，被譽(yù)為最好的醫(yī)生，涌現(xiàn)出許多感人的事跡。陳旭軍醫(yī)生的故事就是一個(gè)典型。她是第一、二、四、五和第六屆援東醫(yī)療隊(duì)婦科醫(yī)生和隊(duì)長，累計(jì)在東工作11年，接生嬰兒2萬人，被譽(yù)為“東帝汶媽媽”。

The first China-aided Medical Team was officially dispatched to Timor-Leste in early 2004. Since then, Chinese Medical Teams have been in Timor-Leste and serving Timorese people for 15 years. Over the past 15 years, the Chinese Government has consecutively sent 8 teams, totaling near 100 medics and health experts to Timor-Leste, who have provided premium health service to about 300 thousand Timorese patients free of charge. The Chinese Medical Teams are widely applauded for their dedication to work and high-quality service to the local people, they enjoy the reputation that Chinese doctors are the best. There are many hero doctors and touching stories emerging now and then. The story about Doctor Chen Xujun was one of the examples. She served the first, second, fourth, fifth and the sixth Chinese Medical Team as a gynecologist and team captain. In her 11 years’ mandate here, she helped to deliver over 20 thousand Timorese babies, and was nicknamed as the Timorese Mum.

同時(shí)，中國政府向東累計(jì)捐贈(zèng)了15批價(jià)值超過110萬美元的藥品和醫(yī)療器械。除此之外，15年來，中方通過傳授經(jīng)驗(yàn)技術(shù)，開展學(xué)術(shù)交流，提供短期赴華培訓(xùn)名額和赴華攻讀碩士學(xué)位等深造機(jī)會(huì)，為東培養(yǎng)了大批醫(yī)療衛(wèi)生領(lǐng)域人才，推動(dòng)了東醫(yī)療服務(wù)水平提升。與此同時(shí)，15年來，東政府為中國醫(yī)療隊(duì)在東工作和生活提供了極大的便利和支持，我在此也一并表示感謝。中東兩國15年來的醫(yī)療衛(wèi)生合作，既是互利可持續(xù)的，又是實(shí)質(zhì)性，有成果的，不斷深化了兩國人民友誼，功不可沒，彪炳史冊。

Meanwhile, Chinese government has also donated 15 batches of medicine and medical appliances to Timor-Leste, worthy of approximate 80 million RMB (about 1.1 million US dollars). In addition, over the past 15 years, the Chinese side has cultivated a large number of medical practitioners and professional doctors for Timor-Leste by sharing the medical practice and skills, carrying out academic exchanges and providing further medical education in forms of human resource programs and scholarships, thus contributing to the overall level of Timor-Leste medical and health service. At the same time, over the past 15 years, governments of Timor-Leste have done their utmost to render support and facilities to the Chinese Medical Teams for their work and life here, I would like to take this chance to express my gratitude and appreciation. The medical cooperation between our two countries during the past 15 years is mutual beneficial, substantive, fruitful and sustainable, therefore has contributed a lot in a historic manner in deepening our friendship.

女士們，先生們，

今年是中國援東派遣醫(yī)療隊(duì)15周年，也是中東建交17周年。17年來，兩國關(guān)系快速發(fā)展，政治互信不斷加深，在共建“一帶一路”框架下，包括醫(yī)療衛(wèi)生在內(nèi)的各領(lǐng)域務(wù)實(shí)合作持續(xù)深化，為東人民帶來了實(shí)實(shí)在在的好處。我們知道，人民健康是民族昌盛和國家富強(qiáng)的重要標(biāo)志。東政府歷來重視保障民生，將醫(yī)療衛(wèi)生作為國家重點(diǎn)發(fā)展領(lǐng)域，中方也始終把衛(wèi)生健康作為兩國合作優(yōu)先方向。我希望，也相信在我們雙方的共同努力下，中東醫(yī)療衛(wèi)生合作必將得到進(jìn)一步加強(qiáng)，讓我們共同為東人民健康貢獻(xiàn)一份力量。最后，祝東帝汶人民強(qiáng)健，國家強(qiáng)盛，中東兩國人民友好關(guān)系牢不可破、萬古長青。

This year marks the 15th anniversary of China sending Medical Team to Timor-Leste, and marks the 17th anniversary of the establishment of the diplomatic ties between our two countries. Over the past 17 years, the bilateral relations have developed steady and fast, the political trust has been continuously deepened. Under the framework of Belt and Road Initiative, practical cooperation in all areas including health has been continuously strengthened, bringing concrete and tangible benefits to Timor-Leste people. As we know that a healthy population is a bench mark of a prosperous and strong nation, subsequently, the Timor-Leste government attached great importance to the people’s well-being and health which are the priority of the national development plan of Timor-Leste. From the beginning, Chinese government has always put health area prior in China-Timor-Leste bilateral cooperation. I hope and believe that, with our joint effort, the health cooperation between our two countries in the future will be further strengthened. We both have much to do to contribute to a healthy Timorese population here. In the end, I wish Timor-Leste people strong and healthy, Timor-Leste as a nation strong and prosperous, and the friendship between our two countries strong and long lasting.
