近日，二手房轉讓所得征20%個稅的消息引爆了交易市場。新華社援引稅收老師說法稱，若轉讓自用5年以上且是家庭惟一生活用房，應不在此次規定之列;各地或在4月前后出臺調控細化政策。

劉女士說：“賣家當然會把稅費轉嫁給買房，這會把房價推向新高。”她在上海市區租住了兩居中的一小間，房子是上世紀80年代建造的，每月租金2500元。
上文中的shift the tax increase to the buyer就是指交易稅費“轉嫁”。有些租房者表示，secondhandhousing transactions(二手房交易)中的tax increase(稅費提高)目的是制止house speculation(房產投機)，但最終會推漲housing rental fees(房屋租賃價格)。
有老師表示，也會對demands from first-home buyers(首次置業需求)以及demands from thosewho want to sell their apartments and buy bigger ones to improve their living conditions(改善型需求)造成打擊。也有人呼吁，real estate tax levy system(房地產稅收體制)改革勢在必行。
