感謝星報(bào)媒體集團(tuán)舉辦此次論壇,讓中馬兩國經(jīng)濟(jì)界精英、學(xué)者、投資人等齊聚一堂,探討合作機(jī)遇,展望美好未來。

This is a gathering of the sharpest and wisest minds in the economic, academic and investment arena from both China and Malaysia, exploring opportunities of cooperation, looking forward to a bright future.

10 years after the 2008 financial crisis, the global economy is now again standing at a crossroad. With the protectionism and unilateralism rampaging on and on, we, as human beings, are now faced with hard choices between progression and retrogression, openness and isolation. At the G20 Summit this June, President Xi Jinping has reiterated, and I quote, that “we, as the leaders of major economies, are duty bound to re-calibrate the direction of the world economy and global governance at this critical juncture, work together to boost market confidence, and bring hope to our people.”

中國是這么說的,也是這么做的。2013年習(xí)近平主席提出“一帶一路”倡議以來,“一帶一路”已成為當(dāng)今世界廣泛參與的國際合作平臺(tái)和普受歡迎的公共產(chǎn)品,參與各國得到了實(shí)實(shí)在在的好處,對(duì)共建“一帶一路”的認(rèn)同感和參與度不斷增強(qiáng)。124個(gè)國家和29個(gè)國際組織已同中方簽署了“一帶一路”合作文件。中國同沿線國家貿(mào)易額超6萬億美元,投資超900億美元,為沿線國家創(chuàng)造了將近30萬個(gè)就業(yè)崗位。通過參與“一帶一路”合作,有的國家建起了第一條高速公路、第一條現(xiàn)代化鐵路,老撾有望通過將于2021年竣工的中老鐵路由陸鎖國變成陸聯(lián)國;白俄羅斯第一次發(fā)展起了自己的汽車制造業(yè),擁有了歐亞地區(qū)面積最大的工業(yè)園。世界銀行等國際機(jī)構(gòu)研究表明,“一帶一路”倡議將使全球貨運(yùn)時(shí)間平均減少1.2%至2.5%,全球貿(mào)易成本降低1.1%至2.2%,促進(jìn)2019年全球經(jīng)濟(jì)增速至少提高0.1%。

China talks the talk, and walks the talk. Since its inception in 2013, the Belt and Road Initiative (BRI) has already become a widely participated platform of international cooperation, and a heartily welcomed public good. Participating countries have obtained tangible benefits, and their appreciation of and participation in the initiative is growing. So far, a total of 124 countries and 29 international organizations have signed BRI cooperation documents with China. Meanwhile, total trade between China and BRI countries has surpassed 6 trillion USD, and Chinese enterprises have invested over 90 billion USD in BRI countries, creating about 300 thousand jobs. Thanks to “Belt and Road” cooperation, some developing countries now have their first motorways or modern railways. Laos will be fully transformed from a landlocked country to a land bridge country upon the completion of China-Laos Railway in 2021. Belarus has developed its own car industry for the first time and is now the home to the largest industrial park in Eurasia. According to the World Bank and other research institutes, the BRI will reduce the average global shipment time between 1.2 and 2.5 percent, leading to reduction of aggregate trade costs between 1.1 and 2.2 percent. The BRI will also contribute at least 0.1 percent of global growth in 2019.

習(xí)近平主席多次指出,“一帶一路”不是中國一家獨(dú)奏,而是各國的交響曲。馬哈蒂爾總理也說,“一帶一路”倡議讓所有參與方都坐下來一起討論如何合作和怎樣從合作中獲益。在大家的共同努力下,第二屆國際合作高峰論壇取得圓滿成功,38個(gè)國家元首和政府首腦,150多個(gè)國家和90多個(gè)國際組織的近6000位代表出席,與會(huì)各方達(dá)成了280多項(xiàng)務(wù)實(shí)成果,“一帶一路”倡議正沿著高質(zhì)量發(fā)展方向不斷前進(jìn)。我們相信,隨著時(shí)間的推移和各方共同努力,共建“一帶一路”一定會(huì)走深走實(shí),行穩(wěn)致遠(yuǎn),成為和平之路、繁榮之路、開放之路、綠色之路、創(chuàng)新之路、文明之路、廉潔之路。

President Xi said many times that the BRI is not a solo by China, but a symphony by all. Prime Minister Tun Dr. Mahathir also has rightly put, for all parties to sit together, at the same level, and talk about how to cooperate and benefit. With the efforts by all parties, the 2nd BRF was a resounding success, welcoming heads of state and government from 38 countries, and some 6 thousand participants from more than 150 countries and 92 international organizations. The forum has also resulted in over 283 deliverables. The BRI is now on the fast track of high quality development. We believe that with the passing of time and the synergy of all parties, Belt and Road cooperation will definitely become deep and concrete, steady and extensive. The Belt and Road will become a road of peace, prosperity, opening up, green development, innovation, connected civilizations, and clean government.

馬來西亞是最早支持和參與“一帶一路”的國家之一,也是早期收獲最豐碩的國家之一。在“一帶一路”倡議的推動(dòng)下,中馬各領(lǐng)域合作突飛猛進(jìn)。中國已連續(xù)十年成為馬最大貿(mào)易伙伴國,雙邊貿(mào)易額已達(dá)千億美元級(jí)水平。中國對(duì)馬制造業(yè)投資額在過去5年中增長了4倍多,中國已連續(xù)3年成為馬來西亞制造業(yè)最大投資來源國。截至2018年底,中國企業(yè)在馬制造業(yè)投資項(xiàng)目累計(jì)達(dá)422個(gè),為當(dāng)?shù)貏?chuàng)造約7.3萬個(gè)就業(yè)崗位。中馬欽州產(chǎn)業(yè)園、馬中關(guān)丹產(chǎn)業(yè)園“兩國雙園”項(xiàng)目、南部鐵路等合作項(xiàng)目穩(wěn)步推進(jìn),東海岸鐵路項(xiàng)目經(jīng)過談判也得以重啟復(fù)工。中國中車在霹靂州設(shè)立東盟制造中心,使馬來西亞擁有了東盟十國中軌道交通裝備技術(shù)水平最高、生產(chǎn)能力最強(qiáng)的“鐵路工廠”。吉利和普騰的合作使后者在一年內(nèi)實(shí)現(xiàn)幾乎扭虧為盈。

Malaysia is among the first countries to support the BRI, and is also one with the most early harvests. Under the BRI, cooperation between China and Malaysia in various fields expands. The bilateral trade volume has reached 100 billion USD, and China remains as the biggest trading partner for Malaysia for 10 consecutive years. The Chinese FDI in manufacturing sector in Malaysia has grown more than 4 times in the past 5 years, being the largest source of foreign investment in manufacturing industry for three consecutive years. By the end of 2018, the Chinese companies have invested in 422 projects in manufacturing sector, creating about 73 thousand jobs in Malaysia. The China-Malaysia Qinzhou Industrial Park and the Malaysia-China Kuantan Industrial Park, often referred as “Two Countries Twin Parks”, and other projects such as Gemas-Johor Bahru Railway are advancing steadily. After friendly consultations, ECRL has been back on its tracks. CRRC has set its rolling stock plant in Perak, a plant with the highest technological level and largest production capacity among ASEAN countries. Proton is now on the verge of turning profits, just after a one-year cooperation with Geely.

這些實(shí)實(shí)在在的成果和進(jìn)步,讓馬來西亞政府和人民更加堅(jiān)定地支持“一帶一路”,讓更多馬各界人士投入到“一帶一路”的合作大潮中。希望聯(lián)盟政府自去年5月執(zhí)政以來多次公開表示對(duì)“一帶一路”倡議的支持。馬哈蒂爾總理今年4月赴華出席第二屆“一帶一路”國際合作高峰論壇后,對(duì)“一帶一路”倡議有了更深刻的認(rèn)識(shí),更加堅(jiān)定了馬方參與共建“一帶一路”的腳步。當(dāng)前,馬政府正致力于推動(dòng)經(jīng)濟(jì)轉(zhuǎn)型升級(jí),推進(jìn)“工業(yè)4.0”革命,努力實(shí)現(xiàn)經(jīng)濟(jì)再次騰飛。而中國的優(yōu)質(zhì)產(chǎn)能、充裕資金、先進(jìn)技術(shù)和豐富經(jīng)驗(yàn)正好能助馬方一臂之力。我們歡迎馬來西亞更加深入、全面地參與到共建“一帶一路”中來,充分發(fā)揮獨(dú)特的區(qū)位優(yōu)勢(shì)和資源優(yōu)勢(shì),借力“一帶一路”實(shí)現(xiàn)自身更好更快的發(fā)展。我相信中馬攜手共建“一帶一路”,潛力巨大,前景光明。

These tangible results and achievements have earned the BRI adamant supports from Malaysian government and people, encouraging more and more people to devote themselves to China-Malaysia cooperation under the framework of BRI. The Pakatan Harapan government has also openly voiced, for many times since last May, its support to the BRI. After his attendance in the 2nd BRF this April, Prime Minister Tun Dr. Mahathir returns with a deeper understanding of the BRI, and a deeper conviction for Malaysia’s active participation in it. Now, the Malaysian government is committed to achieving economic transformation, propelling “Industry 4.0” revolution, and striving for rapid economic growth. In this regard, the high-quality production capacity, abundant funds, advanced technology and experiences from China could just be what Malaysia may need. We welcome Malaysia’s participation in the BRI cooperation in a deeper, more comprehensive manner, to fully utilize the unique geographical and resource advantage of Malaysia, and to achieve better and faster development through this cooperation. There is great potential and bright prospect for China-Malaysia cooperation under the BRI framework.
