　　Q: Japanese Chief Cabinet Secretary Yoshihide Suga told the press on January 12 that ifa foreign naval vessel transits Japanese waters for purposes other than "innocentpassage", they will order a naval patrol to deal with it. Some Japanese media believethat this is a new policy by the Japanese government to cope with Chinese naval vesselssailing near Diaoyu Dao. What is your comment?

　　問：據報道，日本內閣官房長官菅義偉在12日的記者會上稱，將對進入日本領海不符合“無害通過”的外國軍艦采取海上警備應對行動。有日本媒體認為，這是日政府制定的應對中國軍艦進入釣魚島的新方針。中方有何評論?

　　A: I have made our position clear yesterday. The Chinese side has the right to carry out normalnavigation and patrol in territorial waters of Diaoyu Dao. We advise the Japanese side not to take anyprovocative actions and ratchet up tension. Otherwise, they will face all the consequences.

　　答：昨天我已就此表明了立場。中方有權在釣魚島領海正常航行和開展巡邏活動。我們奉勸日方不要采取任何挑釁或導致事態升級的行動。否則，一切后果自負。

　　Q: First, ROK President Park Geun-hye today called on China to take real and necessaryactions to punish the DPRK. Is China willing to do that? Second, because of the nucleartest, the ROK is considering deploying the terminal high-altitude area defense (THAAD)system on Korean soil. What is China's comment?

　　問：第一，今天，韓國總統樸槿惠呼吁中國采取切實和必要的行動對朝鮮進行制裁。中方是否愿意這樣做?第二，由于朝進行核試，韓方考慮在韓部署美國先進的薩德導彈防御系統。中方對此有何評論?

　　A: On your first question, it is China's consistent and clear position to uphold the international nuclearnon-proliferation regime and oppose DPRK's nuclear tests. When dealing with the Korean nuclearissue, the Chinese side always bears in mind the goal of promoting denuclearization of the KoreanPeninsula, preventing nuclear proliferation, and maintaining peace and stability of Northeast Asia,which is also where the common interests and responsibility of relevant parties including China and theROK lies.

　　答：關于第一個問題，維護國際核不擴散體系、反對朝鮮進行核試驗，是中方一貫明確的立場。中方在處理半島核問題時始終立足于實現半島無核化、防止核擴散、維護東北亞地區和平穩定大局，這也是包括中韓在內的有關各方共同利益和責任所在。

　　China and the ROK have been in close communication and coordination on the Korean nuclear issueand the situation on the Korean Peninsula. Foreign Ministers of the two sides have exchanged viewson that via telephone calls. Heads of the Six-Party Talks of the two sides are also in touch. Chinastands ready to work with the ROK and other parties of the Six-Party Talks and make joint efforts torealize denuclearization of the Peninsula and long-term stability of the region.

　　在半島核問題和半島局勢問題上，中韓雙方一直保持著密切溝通和協調。兩國外長已就此通電話交換了看法。雙方六方會談團長也保持著溝通。中方愿與包括韓方在內的六方會談各成員一道，為推進半島無核化目標、實現本地區長治久安作出共同努力。

　　On your second question, China holds a consistent and clear position on anti-missile issues. It is ourbelief that every country should keep in mind other countries' security interests and regional peaceand stability while pursuing its own security interests. The situation on the Korean Peninsula is highlysensitive. It is hoped that relevant countries can bear in mind the larger picture of regional peace andstability and cautiously and properly deal with the relevant issue.

　　第二個問題，中方在反導問題上的立場是一貫的、明確的。一國在謀求其自身安全時，必須考慮別國安全利益以及地區的和平穩定。當前朝鮮半島形勢高度敏感，希望有關國家從維護地區和平穩定大局出發，慎重妥善處理有關問題。

　　Q: The Philippine government said today that it has lodged a protest with the Chineseside concerning China's inspection and test flights to the newly-built airport on YongshuJiao. What is China's response?

　　問：菲律賓政府今天稱，菲已就中方在永暑礁新建機場進行校驗試飛向中方提出抗議。中方對此有何回應?

　　A: It needs to be pointed out that flights conducted by China's aircraft from Hainan Dao to YongshuJiao fall completely within China's sovereignty. Meanwhile, China enjoys the navigation freedom overthe South China Sea as other countries do. China's inspection and test flights are of professional,technical and civil nature and are conducted for public interests. The Philippines' accusation is madewith ulterior motives and is not worth refuting.

　　答：關于菲律賓方面的反應，我要指出，中國的航空器從海南島至永暑礁的飛行，完全是中國主權范圍內的事情。同時，中國與各國一樣，在南海享有飛越自由。中方有關校驗試飛活動具有專業性、技術性、民事性和國際公益性。菲律賓方面的指責別有用心，不值一駁。

　　Q: The Philippine Congress yesterday proposed to issue bonds to acquire new warshipsso as to to secure its strategic reserves in the South China Sea. The Philippine side alsoasked the US to patrol the South China Sea again in the near future. What is China'scomment?

　　問：菲律賓國會昨天要求發債券買軍艦，以保護菲方在南海的戰略資源。此外菲律賓要求美國近期再次進行南海巡航。中方對此有何評論?

　　A: I need to point out that Asia now enjoys a sound momentum in economic growth. Regionalcooperation is also thriving. To seek peace, cooperation and development has become a major trendof the region. We advise relevant countries to do more that are conducive to regional peace andstability.

　　答：我要指出，當前亞洲地區經濟發展形勢良好，區域合作蓬勃開展。求和平、謀合作、促發展已經成為地區的大潮流。我們奉勸有關國家多做有利于地區和平穩定的事情。

　　The Chinese side respects and safeguards the freedom of navigation and overflight in the SouthChina Sea to which all countries are entitled under international law, but stands firmly against anycountry flexing military muscles and undermining China's sovereignty and security interests under thecloak of exercising navigation and over-flight freedom.

　　中方一向尊重和維護各國依據國際法在世界各地享有的航行和飛越自由，但堅決反對任何國家以行使航行和飛越自由為由炫耀武力，損害中國的主權和安全利益。

　　Q: US President Barack Obama delivered the State of the Union address today, sayingthat people around the world look to the US to lead, instead of China and Russia. What isyour comment?

　　問：美國總統奧巴馬今天發表國情咨文稱，世界各國人民都把美國看成唯一的世界領袖，不愿中國或俄羅斯發揮這樣的作用。中方對此有何評論?

　　A: As two important countries in the world, China and Russia have been playing crucial and positiveroles in major international, regional and global issues, which is recognized by all. We also hope thatthe US can play a constructive role in promoting world peace, stability and development.
